CAINZ signs a civic partnership with Ueda City, Nagano, ahead of its second local store

Home-improvement chain CAINZ signed a comprehensive partnership agreement with Ueda City, Nagano Prefecture, on October 13 -- covering everything from disaster response to child-rearing support -- two weeks before it opens the city's second CAINZ store in 32 years, a pairing that could serve as a template as it pushes into Japan's smaller regional cities.

CAINZ Corporation said it signed a comprehensive partnership agreement (包括連携協定) with Ueda City, Nagano Prefecture, on October 13, covering seven areas of co-operation: disaster response and town planning, environmental and climate measures, local industry promotion, public relations and area promotion, support for child-rearing, elderly and disabled residents, education, and other matters the two sides agree to add, according to the company's release.

CAINZ's existing Ueda store opened in 1994, and the company said the two sides had already worked together for 32 years: the store serves as a designated cooling shelter with benches installed inside, hosts a community recycling station in its car park for paper and cardboard, accepts local middle-school students for workplace experience, and has held children's clothing hand-down events in its car park, building on a narrower 2012 agreement that covered the supply of daily necessities during a disaster. CAINZ Ueda Kokubu, the city's second CAINZ store in those 32 years, is scheduled to open on October 29.

The sequence -- a civic partnership formalised two weeks ahead of a second store opening in the same city -- reads as a template for how CAINZ can expand into regional cities outside Japan's big metros: broaden a long-standing single-store relationship into a city-wide agreement just as a new store adds floor space, trading a modest list of community commitments (workplace visits, disaster-shelter capacity, recycling) for the local goodwill that makes a second store in a city of Ueda's size easier to open and run. CAINZ calls the wider approach its "kumi-machi" concept (くみまち構想, roughly "building the town together"), adopted in October 2021.

Whether the Ueda model becomes the standard playbook for CAINZ's next round of regional openings is worth watching as the chain keeps adding stores to cities where it already has one -- civic partnership first, second store a fortnight later.
